This tutorial has many repetitive steps but should be easy enough for the novice.

You will need the Texturizer plug in which is located in your Photoshop plugins folder.  To learn how to import plug ins, click here.  You'll also need the picture shown below to use as the pattern for your rug.  Right click and save the image below to your hard drive.

rug pattern fill

Open a new image 400x400 pixels.

With the Path Drawing Tool create a rectangle, Shape Rectangle, 2D Object, Color: #0D014E ( or very dark blue).    Make the rectangle approximately 270 x 345.  Right click and duplicate.    While the duplicate rectangle is active, go to the Easy Palette, Type Gallery, Hole.   Right click on Hole 4 and go to Modify Properties and Apply.   Set the size to 40 and click OK.  Close out the Easy Palette.

Decorating Your Rug

Now it's time to add a little decoration to the center of your rug.  You can use any shapes or objects you like.  You'll want to use the same pattern fill that was used for the main portion of your rug.

Minimize your rug for now and use the duplicate textured rectangle to work in for placement of your decorations.   On the textured rectangle, right click and merge all.

Click on the Path Drawing Tool.  Set the Mode to 2D Object.  Click on Shape and choose Custom Shape Decoration 4.   Make the size of this shape approximately 74 x 82.  Go to Edit, Fill, and click on the Image Tab where you should still see your rug pattern fill.  Click OK.

With the Pick Tool, drag the shape to the upper right hand corner of the textured tile.  Right click on this and Duplicate.   Place this shape in the bottom right hand corner.  Right click and Select All Objects.  Right click and Duplicate.  Go to Edit, Rotate Flip, Flip Horizontally.  Drag these shapes over to the left side of your tile.   It should look like the image shown below. (actual size shown).

Click on the Path Drawing Tool once more and select Custom Shape Decoration 2.  Size this to approximately 74 x 46.  Go to Edit, Rotate and Flip, Rotate Left 90 Degrees.   Click on the Pick Tool and set this shape in-between the decorations on the left side of your tile.  Right click on this, Duplicate.  Go to Edit, Rotate and Flip, Flip Horizontally.  Drag this shape over in-between the decorations on the right side of your tile.  It should look like the image shown below.

For the center of the rug, return to the Path Drawing Tool and choose Custom Shape Diamond 1.  Make this large enough to fill in a good portion of the blank center of this tile.  Go to Edit, Rotate and Flip, Rotate Left 90 Degrees.  Click on the Transform Tool, Resize, and resize this object to elongate it and narrow it a bit, leaving a little space in-between the outer decorations.   See the image shown below.

Now right click and Select All Objects.   Right click again and Group.  All of your decorations should be grouped.   Maximize your rug canvas and have it beside your decoration tile.  Drag just the decorations off the textured tile over into the center of your rug.  See the image shown below.

Once you've centered the decorations, keep the grouped objects active.  You need to add texture to these decorations.  Go to Effect, Texturizer, Sandstone, Scaling 100, Relief 8, Light Direction Top Left and check invert.  Click OK.   Right click, Select All Objects.  Right click again and Merge As Single Object.

(*Note:  If you like your rug this size, you can add some fringe.  To texturize this a bit more go to Effect, Blur & Sharpen, Sharpen at 1.)

Resizing

Click on your rug to activate it.  Go to Edit, Rotate & Flip, Rotate Left 90 degrees.  Click on the Transform Tool, Perspective and with your mouse on the upper left hand corner, slide it towards the middle.  See image shown below.

Adding Fringe

To add the fringe may be a bit tedious but worth it for the finished effect.

Click on your text tool, Arial, size 45, Mode 3D Round, Border 8, Depth 30.  For your color go to the Easy Palette and choose Materials, Metallic, Copper 6.  Type in the symbol ~.  With the Transform Tool, Resize, narrow the symbol so it looks similar to the one shown here.   fringe  Duplicate this and flip the duplicate horizontally.  Lay it beside the first image so it looks like the image shown here.   fringe  Select both objects, right click and Merge as a Single Object.

Now for the tedious part:   Click on the fringe object.  Hold down the control key and while holding the left click on your mouse down, drag down to duplicate this object.  Do this one by one aligning them along the side of the rug.  Make it imperfect and not exactly aligned.

Once you've aligned them to your liking, right click and Select all Objects.  While holding down the control key click on the rug to deactivate it.  Your fringes will be active.  Right click and Merge as a Single Object.  Go to Effect, Sharpen & Blur, Sharpen 1.   See the image shown below.

Right click and Duplicate this group.  Go to Edit, Rotate and Flip, Flip Horizontally.  Drag this fringe to the right side of your rug and align it.  When you're satisfied with the placement and keep this group active.  Go to Effect, Sharpen & Blur, Sharpen and use Option 1.  Hit the spacebar to deactivate all objects.  Click on the rug to activate it.  Right click, Arrange, Bring to Front.  Right click again, Merge as Single Object.

This is your finished rug.
